Template: build a self-improving environment loop

Hands-on, resumable Claude Code session: build a small support-desk world (tinydesk) and a loop that improves its own routing policy, then make that loop honest. Governed fitness, held-out gates, a champion that must be earned, drift detection that reopens the loop, and a human who authorizes going live. The loop proposes; it never certifies itself. The local track runs anywhere. The collector phases need an a4sx workspace.
